New Metrics for Energy Efficiency
New metrics like the Seasonal Energy Efficiency Ratio (SEER), Seasonal Energy Performance Ratio (SEPR), and Seasonal Coefficient of Performance (SCOP) have been introduced to measure the true energy efficiency of chillers and heat pumps over an entire year. These metrics consider seasonal variations and are more representative than previous metrics like EER and COP.

Regulations Overview
  • Regulation 2016/2281: Sets energy efficiency requirements for chillers up to 2000 kW used in comfort cooling, effective January 2018.
  • Regulation 2015/1095: Introduces requirements for industrial process cooling chillers with negative leaving water temperatures, effective July 2018.
  • Regulation 813/2013: Requires air- and water-to-water heat pumps up to 400 kW to meet higher energy efficiency standards from September 2017.

Efficiency Requirements
For comfort chillers, SEER is used to measure energy efficiency, while SEPR is used for industrial process chillers. The regulations set minimum efficiency levels for different types of chillers and heat pumps, with specific requirements based on temperature and application.

Energy Labelling
European energy labelling regulation 811/2013 classifies heat pumps up to 70 kW from G to A++, encouraging the market towards more energy-efficient products. From September 2019, the E, F, and G classes will be removed, and a new A+++ class will be introduced.
